Safety, Control, Commissioning – The Vital Role of the SAP

The UK’s commitment to a cleaner, more secure energy future is driving an unprecedented boom across Power Generation, Renewables, and Nuclear sectors.

We are witnessing record investment in infrastructure, from vast offshore wind farms to critical Battery Energy Storage Systems (BESS).

Yet, at the heart of this colossal transition lies a professional role that is arguably the most vital for safe, uninterrupted progress: the Senior Authorised Person (SAP). 

As specialist technical recruiters, we are currently seeing demand for high-calibre SAPs soar to historic levels.

The Senior Authorised Person is not merely an engineer; they are the ultimate gatekeeper of High Voltage (HV) system safety, responsible for preventing major incidents and ensuring complex commissioning programmes can proceed.

They are the essential component connecting safety policy with on-the-ground execution. 

In this piece, I’ll be examining the core function of the SAP, the market forces driving their intense demand, and the critical skills gap that must be addressed for the UK to meet its ambitious Net Zero targets. 

The Unwavering Authority: What Defines an SAP?

The role of the Senior Authorised Person is one of profound responsibility and authority.

Operating across various electrical networks – including transmission, distribution, generation, and private networks – an SAP’s primary duty is to ensure the safety of all personnel working on or near High Voltage (HV) apparatus. 

An SAP holds a formal authorisation, often granted by a statutory body or their employer’s Head of Engineering, that permits them to take ultimate control of a power system. Their day-to-day responsibilities include: 

  • Isolation and Earthing: Safely disconnecting high-voltage equipment from the electrical supply and applying earths to guarantee the system is dead. 
  • Issuing Permits to Work (PTW): The legal document that allows non-authorised personnel to work safely on or near HV equipment. This requires impeccable judgment and a comprehensive understanding of electrical hazards. 
  • Controlling Operations: Overseeing complex switching sequences and managing the commissioning and energisation of new plant. 

In short, the SAP is the ultimate authority in a hazardous environment. Their decisions directly impact project timelines, asset integrity, and, most crucially, human life. It is a role that demands extensive site experience, meticulous attention to detail, and a nerve of steel. 

Data Speaks: The Demand Surge in UK Renewables and BESS

The current surge in demand for SAPs is a direct consequence of the UK’s accelerating clean energy agenda.

The massive investment pouring into wind, solar, and especially BESS projects is stretching the available talent pool to its absolute limit. 

The statistics paint a clear picture of this expansion: 

  • BESS and Grid Modernisation: The UK’s Battery Energy Storage System (BESS) sector is experiencing exponential growth, essential for managing the intermittency of wind and solar power. As of late 2024, the total pipeline for battery storage capacity in the UK stands at a massive 127 GW (RenewableUK, 2024, Ref. 1.2). This volume of work—from construction through to final commissioning and connection—requires an army of High Authorisation SAPs to manage the HV switching at substation level. 
  • Power Industry Growth: The energy transition requires an enormous increase in skilled labour across the power industry. The sector is forecast to require an influx of over 312,300 new people by 2030, with the majority of new job creation (156,900 people) focused on the Power industry itself (Energy & Utility Skills, 2024, Ref. 2.6). 

This rapid acceleration in project demand has created a specific and critical bottleneck in securing suitably authorised personnel, especially those with expertise in managing the new wave of grid-scale storage assets. 

The Retirement Crunch: Why Experience Can’t Be a ‘Quick Fix’

The challenge of securing SAPs is acutely felt by our clients, particularly those seeking specialists for 11kV, 33kV, and other High Authorisation systems.

My experience on the ground, placing power professionals for over a decade, confirms that this skills shortage is driven by a two-pronged structural issue. 

The Experienced Exodus

The experienced SAPs we have known and worked with over the last ten to fifteen years are now entering or approaching retirement.

This is part of a wider ‘retirement crunch’ affecting the entire UK energy sector, which is projected to see 20% of its current workforce retire by 2030 (Energy & Utility Skills, 2022, Ref. 2.1). 

This mass exodus removes deep-seated institutional knowledge and, crucially, a pool of personnel who have accumulated the sheer volume of experience necessary to reach SAP status.

The wider green skills gap is estimated to be around 200,000 workers (PwC, 2022, Ref. 2.7), and the shortage of Senior Authorised Persons is one of the most immediate and critical manifestations of this crisis. 

The Experience Deficit

A key problem our clients face is the need for a ‘quick fix’ solution, which simply doesn’t exist for a role of this magnitude. 

Becoming a Senior Authorised Person takes time- years, in fact.

It requires: 

  • A solid grounding as a qualified Electrical Engineer/Technician. 
  • Extensive, demonstrable on-site experience working under existing SAPs. 
  • Formal training and rigorous assessments (e.g., in Operational Safety, HV Switching, and Permit to Work systems). 
  • Ultimately, a formal letter of appointment from a company’s senior authority that grants them the right to isolate and earth systems alone. 

It is this final point – the need for a proven track record to earn the Authorisation – that creates the shortfall. Companies cannot simply fast-track individuals; the safety implications are too severe.

The gap between an experienced, retiring SAP and the next crop of individuals who are still accumulating the mandatory HV operational experience is widening daily, creating fierce competition for those already qualified. 

We are specifically seeing a major pinch point for experienced professionals who can step into projects handling 11kV and 33kV infrastructure – the backbone of many renewable connections – as well as highly specialised High Authorisation SAPs for complex grid interfaces and nuclear facilities. 

 Addressing the Talent Challenge

The Senior Authorised Person is indispensable to the UK’s energy transition.

Without them, the massive construction and commissioning programmes for wind, solar, and BESS would grind to a halt due to safety constraints. 

The solution is not simple, but it requires immediate, strategic action: 

  • Retention: Proactive efforts to retain existing, highly experienced SAPs through flexible contracts and high-value packages, perhaps enabling them to take on mentoring roles. 
  • Investment in Upskilling: A dedicated industry focus on structured, accelerated training programmes for talented Authorised Persons (APs) to bridge the experience gap to SAP status. 
  • Recruitment Partnership: Partnering with specialist recruiters like Astute People who understand the intricate authorisation matrix and have access to the highly niche and passive talent pools in High Voltage and Power Generation. 

The skills shortage of SAPs is a critical barrier to Net Zero. By understanding the complexity of the role and the structural drivers of the shortage, clients can adjust their recruitment strategies to secure the safety leaders they desperately need.
